Flags lowered to honor late Shelby Mayor Doris Payne-Biglin

Ohio Gov. Mike DeWine has directed that the flags on all public buildings and grounds to be flown at half-staff in honor of the life and service of former Shelby Mayor Doris Payne-Biglin, who passed away earlier this week, Shelby's municipal government announced on Friday.

Payne-Biglin, Shelby's mayor from 1996-2001, died April 2 at age 91.

She had also served on Shelby City Council.
