A 53-year-old Shelby man is in custody, having been arrested on a 21-count indictment following an investigation prompted by a tip from the Internet Crimes Against Children Task Force, Shelby authorities reported Tuesday.
Glenn Duncan was arrested in Shelby on Monday, Shelby police said.
The investigation dates back to Nov. 16, 2022 when the Internet Crimes Against Children Task Force notified Shelby police detective Adam Turner that "someone within the Shelby Police Department's jurisdiction had downloaded and shared known images of child pornography," Turner said on Tuesday evening.
In addition, the National Center for Missing and Exploited Children in Virginia was notified by Microsoft that one of their users had shared an image of child pornography on one of their services, Turner said.
A subpoena was created and served on the internet provider, and it provided an IP address in Shelby where the suspect lives, Turner said.
On March 31, 2023, Detective Turner and two Shelby police sergeants executed a search warrant at Duncan's residence, Turner said. A second search warrant in April 2023 allowed authorities to get into 22 electronic devices that were seized earlier, Turner said.
"I took all of those devices up to Cleveland where they were digitally analyzed," Turner said. "Based on the content discovered on those devices, you have the grand jury indictment."
The children had been identified by law enforcement previously, he said.
"They are live victims, live children in the pictures," Turner said. "They are not digitally created."
The indictment, through a grand jury, was filed Dec. 9, 2024, records with the Richland County Clerk of Court's office show. Each of the counts is listed as a felony.
Twenty counts of the indictment accuse Duncan of illegal use of a minor or impaired person in nudity-oriented material or performance, police said. One count is on possessing criminal tools.
"The 21 count indictment was the result of an investigation conducted by Detective Turner on a previous date," Shelby police said in their report released Tuesday.
Duncan was placed under arrest Monday for a warrant, the report states. He was taken into custody and secured with handcuffs without incident by the Shelby detective and transported to the police department, authorities said.
Duncan was later placed into the custody of a Richland County deputy sheriff and transported to the county jail. Duncan’s name remained on the jail roster late Tuesday.
Bond was listed at $100,000 cash or surety ahead of an arraignment scheduled for Dec. 18 before a magistrate of Richland County Common Pleas Court.
Two Shelby police officers assisted the Shelby detective in handling the Duncan arrest that was listed in the police report as a warrant service call.
